EMPLOYEE RELATIONS MANAGER, University of Florida
Pay range: $45,000 to $52,000 annually, commensurate with education and experience

The Employee Relations department with the University of Florida is recruiting for an Employee Relations Manager. Responsibilities Include:

    1. Manages a comprehensive human resource program for the Physical Plant Division (PPD), which includes providing guidance for employee relations; employment; classification; compensation; benefits; retirement; and leave matters.
    2. Interprets and communicates applicable regulations, policies and procedures; Oversees the layoff process.
    3. Assists departments with coaching and counseling employees; Serves as a mediator at meetings.
    4. Recommends & drafts disciplinary actions, appointment modifiers, and various other employment actions.
    5. Facilitates the complaint and grievance process; Conducts investigations and drafts comprehensive reports.
    6. Analyzes policies/procedures and recommend changes; Drafts revisions to University regulations.
    7. Audits personnel files; Assists legal staff with preparing comprehensive case summaries in anticipation of pending arbitrations/litigations.

Minimum Requirements:
Master's degree in an appropriate area of specialization; or a bachelor's degree in an appropriate area of specialization and two years of appropriate experience.

Human Resources Director, City of Port Orange
Salary: Negotiable depending on qualifications.

The City of Port Orange, Florida, is seeking a highly motivated and innovative Human Resource Director. This position, under the administrative direction of the City Manager, is responsible for administering the planning, organization and direction of all human resource functions for the department, including the direct supervision of employees assigned to the Human Resources Department. Performs highly complex managerial and strategic work in the areas of employee/labor relations and negotiations, recruitment and selection, classification and compensation, employee assistance, benefits, background investigations, training, and organizational development. Incumbent is expected to exercise independent judgment in decision-making.

Minimum qualifications: Graduation from an accredited four-year college with a Bachelor’s Degree in Human Resources, Public or Business Administration or a related field; at least seven years experience of a progressively responsible nature in human resources management or labor relations (preferably in the public sector)–the majority of which must be in a managerial/supervisory capacity. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities will be considered.

Nature of Work: Under administrative direction from the Assistant City Manager of Administration, performs specialized work in the area of recruitment, testing, and selection, development of employee skills, record retention and management as it pertains to City employees. SENIOR LABOR RELATIONS SPECIALIST, City of Miami
Salary Range: $66,844 - $112,012 annually

This is advanced professional and administrative work assisting in administering policies and procedures concerning citywide labor relations activities. Work involves performing a wide variety of functions regarding all phases of collective bargaining negotiations, contract agreements, impasse proceedings, grievance and related employee relations activities. Responsible for preparing correspondence, researching and providing information, filling out surveys and questionnaires and maintaining effective working relationships with other departments, agencies and sources of required information. Conducts and assists in conducting studies of the effects of negotiation proposals and contractual agreements as to their impact on the City. Reviews, analyzes and makes necessary changes to proposed new classifications that fall within bargaining units. Prepares material for the training of supervisory personnel in matters pertaining to grievance procedures and labor contract agreements. Functions in a wide variety of situations requiring application of skills in employee counseling and related functions in obtaining information, directing employees and assisting employees with grievances. Performs or assists in performing special projects requested by the City Manager, as directed. Performs related work as required. Performs related duties as required.

Requirements: Masters degree in Public or Business Administration, Human Resources, or a related field and a minimum of five years experience in labor/employee relations. The successful candidate must possess strong analytical and excellent communication skills and demonstrate proficiency in Microsoft Word, Excel, and Power Point software applications OR Equivalent combination of training or experience beyond a bachelor’s degree in an aforementioned field. It is preferable that the required experience have been in the public sector.

CITY MANAGER, City of Madeira Beach

GENERIAL DESCRIPTION OF CLASS: This is an advanced professional position responsible for human resource work in the Policy and Union Relations Office. Work activities involve performing various functions, as well as carrying out various department assignments and assisting in the more difficult aspects of Human Resource administration. The employee is expected to function with a high degree of independence within the framework of established policies, procedures and instruction. Work is conducted under the general guidance and supervision of the Policy and Union Relations Manager.

ESSENTIAL FUNCTIONS:
1. Counsels employees on policy, personnel and union issues.
2. Performs research and conducts analysis in preparation for collective bargaining and interprets data for effective use in and during negotiations.
3. Performs statistical analysis in order to formulate recommendations regarding wages and benefits for unionized employees.
4. Develops and conducts HR and related training programs as required.
5. Evaluates human relations and work related problems among employees and meets with supervisors and managers to discuss possible effective remedies.
6. Ensures departmental compliance with mandatory training and policies.
7. Assists in the processing of employee grievances and disciplinary actions, including investigations, complaint analysis, arbitration and mediation.
8. May assist in the collective bargaining process, including conducting supervisory and management training relative to collective bargaining agreements.
9. Assists in the preparation of developing and editing of HR policies and various in-house employee communications.
10. Supervises, plans and coordinates work assignments of direct report employees in the absence of the Policy and Union Relations Manager.
11. Serves as the City’s liaison in negotiations, arbitration and mediation with various employee Unions.
12. Assist in developing, administering the Affirmative Action Plan and all compliance programs and reports.
13. Administers the Unemployment Compensation (AWI), Tuition Reimbursement and the Sick Leave Pool.

QUALIFICATIONS:
1. Graduation from an accredited four (4) year college or university with major course work in personnel administration or business administration.
2. Five (5) years of progressively responsible experience in human resource work including employee and labor relations.
3. Completion of City University level (1) or completion within twelve (12) months.
